A neatly shoveled sidewalk in front of one apartment building turn into snow and ice in front of another on the 500 block of Packard Street in Ann Arbor. Nine days after a Dec. 12 storm dumped more than 5 inches of snow on the city, the City of Ann Arbor Community Standards department is "overwhelmed with sidewalk complaints," according to an email from the department forwarded to AnnArbor.com by a resident.
