Milan woman charged with animal cruelty after puppy was found seriously injured

A Milan woman is now facing an animal cruelty charge after her puppy was found seriously injured by an embedded collar.

Court records show Heather Feist, 35, was charged with one count of animal cruelty/abandonment for leaving Lou, her 11-month old Labrador mix, tied to a landing in her residence with a rope collar that was too tight.

Milan police officers and cruelty investigators with the Humane Society responded to the 200 block of County Street on Oct. 23 after receiving a call about an abused animal. They found Lou emaciated and bleeding, reports said.

The wound was a quarter-inch deep into the dog’s neck and had been there long enough that the skin was actually growing back over the collar, said Nancy Kilian, an animal cruelty investigator and owner of the DHK Animal Rescue in Milan.

Kilian said the wound, infested with insects and maggots, was the worst caused by collar she’s seen in her 16 years of rescuing animals.

“It was potentially deadly because he was on his way to being septic,” Kilian said.

Kilian took Lou in at the shelter after Feist signed away her ownership rights and treated him with cycles of antibiotics and immunizations. He was gaining weight quickly and was recuperating while awaiting adoption, Kilian said.

Kilian earlier said she received nearly 100 calls from potential suitors after news of Lou’s situation spread. However, many weren’t the right fit.

“Families with other pets aren’t ideal because he goes spastic when he sees another animal go by,” she said.

Kilian couldn't be reached over the weekend to find out whether a family has been located for Lou.

Feist told officers she received the dog from a friend about six months earlier, and he was often kept on a leash in the backyard or in the back hallway because he is hyperactive and “out of control,” police reports said.

County prosecutors authorized charges earlier this month, and Feist has not yet turned herself into authorities for arraignment, court records show. She has no attorney listed in court documents, and attempts to reach her by phone were unsuccessful.

This drives me nuts...I have told my friends/family that they may see me in jail if I SEE someone abusing an animal that I am witnessing cause I will make them pay! HOW? Don't know, but I would stop what I am doing and confront them right then and there...It is uncalled for, it is unnecessary and its wrong on so many levels..pets love us UNCONDITIONALLY and depend on us SO MUCH..it breaks my heart when you see an animal 'flinch or scampers away' I agree w/some of the above posts...make her wear a maggot-infested collar for a few months...and tie her up a few hours a day...Oh and the post of the person donating 25 bucks...THANK YOU...Folks w/money may think that is not alot, but every cent counts and you shouldn't feel like it wasn't enough!

I also am not an animal person. I marvel at why I see so many people walking not one but three dogs. It would seem that they are insecure and must have a dog around to boost their ego or to make them feel needed. Having said that if you are going to own or look after an animal you must show some responsibility. I hope this women does not have any children. Her total disregard for this dog is not humane and she should be banned for life from ever caring for an animal or children.

I am by no means a animal person.. that is why I do not have any..maybe she should have had the same conclusion.. Shame on her!!!!I really hope that that the judge makes a example of her.

I've sent a check for $25 to the Washtenaw Humane Society. It's not a lot, but I hope it helps some. Thank goodness for animal shelters available to deal with fools like the woman described in this article. Why didn't she just give that poor dog to someone who could care for it?

The appropriate punishment is winding a metal collar infested with maggots around her neck. Thank god for the Humane Society, they are truly angels.

I said it before and I will say it again, people like this make me sick. I am not sure what the "appropriate" punishment is, but tying her up on a leash in a backyard for months while inflicting pain and disease sounds like a very good start.
