In an election year it is important for voters to understand what baseline budgeting is. Not of interest to AA news.

What *wasn't* in the news? The widespread reports of conflagrations, multiple dismemberments, exploded eyeballs and the collapse of society due to mass sleep deprivation that critics of the new fireworks law were predicting. Because reality doesn't sell as well as hype.
