Will A2D2 really change the development process in downtown Ann Arbor?

Concentrate has a lengthy article today on the proposed downtown Ann Arbor zoning regulations and architectural guidelines called A2D2. The article poses the question of whether the effort will result in real change or just more of the same for downtown.

In order for A2D2 to change the development process in downtown Ann Arbor the bureaucratic process from the initial developmental proposal to the final certificate of occupancy, changes will need to be made in how Planning and Development Services operates.
